Tourist Entry Requirements for Ukraine

Currently, all foreigners under normal immigration policies are permitted to enter, but the country they enter from will determine their entry requirements.

Zones

The Ministry of Health of Ukraine has developed criteria for “zoning” countries depending on the spread of COVID-19 per 100,000 population.

They have created a ‘RED Zone’ country list and a ‘GREEN Zone’ country list. (Full list of countries below.)

Tourists entering Ukraine from the “red zone” countries may still be permitted, but need to undergo quarantine for 14 days, OR, take a PCR test at an authorized lab.

The “Green Zone” countries are defined by having less than 40 active cases per 100,000 population – or – lower case rates than Ukraine.

Tourists entering Ukraine from the “green zone” countries do not need to quarantine, nor do they need to provide a negative PCR test.

List of Green Zone Countries for entry into Ukraine

Throughout 2020 and the start of 2021, Ukraine was posting lists of Green countries, updated every 24 hours. They have now discontinued the lists and are asking tourists to check on the vistukraine.today site, which is still updated daily.

In March 2021, some examples of countries that are currently listed as ‘Green’ include: USA, Canada, Turkey, India, Spain, Germany, UAE, Russia, Australia, Mexico, UK, China, Pakistan, Ireland and more.

Red Zone Testing

If a tourists arrives from a red zone and does not want to quarantine for 14 days, they can also take a PCR test to cancel the quarantine early.

Here is the process:

  • Download “Dii Vdoma” mobile app with a Ukrainian SIM card/phone number.
  • In the first 24 hours in Ukraine perform a PCR test in an authorized laboratory/clinic
  • After taking test the traveler must self isolate for 24-48 hours to wait for results.
  • The authorized lab will forward results to health ministry.
  • The health ministry will upload results to the Dii Vdoma app to the account that matches the traveler (by phone number) and the app will say if the traveler can stop isolation, or if they tested positive and have to complete 14 days of isolation.

Red Zone Testing Option BEFORE Traveling

On August 1, 2020, residents coming from a RED ZONE country can now bring a negative PCR test with them, no older than 48 hours before arrival into the Ukraine, to bypass both the 14-day quarantine and the PCR testing within 24 hours of arrival rules listed above.

The VisitUkraine site states:

“Also, a person can be free from self-isolation in Ukraine in case he/she has a negative test result for Covid-19 by PCR, which was passed no later than 48 hours before crossing the Ukrainian border (starting from 1/08/2020). Installing app “Dii Vdoma” is not required.”

Clarification: Citizens and Nationals of the “red zone” countries do not need to undergo quarantine if they physically arrive from the “green zone” countries and are able to prove they have physically been in the “green zone” area for the last 14 days.

For example: If an American (who is on the red list) has been in Montenegro (who is on the green list) for the past 14 days and will come to Ukraine directly, they are permitted and treated as a ‘Green Zone’ traveler.

Other Entry Requirements For Ukraine:

  • All tourists, whether on the red or green zone lists, must show proof of health insurance (with covid coverage) in order to be granted entry into Ukraine. The government site VisitUkraine is selling policies
  • All tourists may be subject to health screening and or thermal scans upon arrival in Ukraine.
  • Tourists (and residents) are to wear masks at all times in/on: public transit, stores, gas stations, banks, pharmacies, etc
